Who must register with HMRC

Businesses covered by the Money Laundering Regulations must be supervised. HMRC supervises estate and letting agents, high value dealers, art market participants, money service businesses, trust or company service providers and accountancy service providers that are not supervised by a professional body. Accountants who belong to a body such as the ICAEW, ACCA or AAT are usually supervised by that body instead, and pay its fees.

Trading without registration is a breach of the regulations. HMRC regularly names businesses it has fined for it; see our HMRC AML fines tracker.

Registration is only the start

Once registered, HMRC expects you to have an AML policy, a written risk assessment, staff training and customer due diligence on every client. Our AML health check shows where your gaps are, and our free templates cover the policy and risk assessments.
